The presentations in the National Parliament.
On 16th, On Thursday of 2020, the team from the Integrated Crisis Management Center (CIGC) made a presentation to the National Parliament in front of the Deputies regarding the activities that the Center has carried out so far at the Dili Convention Center in the Operation Room and the information is the same as that presented during the Inter-Ministerial Briefing and the only change has to do with the numbers infected in Timor-Leste which are 7 positive and one (1) negative.
Introduction
Prime Minister asked the team that leads the Crisis Management Center to report on the activities that they have been developing in order to prevent Covid -19. In fact According to the Government's opinions, through the ministerial diploma, a Crisis Management Center was created to update information to the population every day and to combine all means, both intellectual and operational, to prevent the spread of Covid - 19.
The purposes;
The main objective of this presentation is to inform MPs about the strategic and operational plans defined by the Crisis Management Center and together with the Covid -19 prevention task forces.
Response
Prime Minister has always reiterated the pertinence of the will multiplied by capacities and at this moment it is not enough, however, the capacity is also crucial to gather all the channels directed to contain the spread of this outbreak. Mr. P.M.Taur Matan Ruak spoke of the difficulty of preventing illegal crossings and urgently creating good conditions for our Front liners / those on the front line composed of the joint force of PNTL and F-FDTL and Health professionals who deal directly with infected. The constraints and difficulties that the frontline have been facing are as follows:
• Equipment shortages
• Lack of food quality
• Accommodation establishments are extremely poor.
Interventions by Members at the parliament present
The deputies suggested the appropriateness of taking exceptional measures to ensure and punish individuals who break the established rules such as:
• Social distance
• Personal Hygiene
• The mandatory use of masks
Regarding the extent of the measures will depend on the evolution and growth of the viruses in Indonesia since the number of infected people is increasing and the hardening of the measures is also necessary to prohibit the outcrop of people and groupings for carrying out associated cultural activities including death and the marriage ceremony above all in the Municipalities.
Some MPs questioned the relevance of complying with this State of Emergency by all those involved and the issues addressed in the National Parliament / Uma Fukun were as follows:
• The correct dissemination of information regarding the numbers of infected people in order not to create confusion of accessibility on the part of the general population.
• The seriousness and elevation of the spirit of Solidarity of all Timorese to learn from the least influential countries such as Fiji, Cambodia and Vietnam, so that the most developed due to their negligence and arrogance end up paying dearly and contributing to the increase in infected numbers.
• The need to urgently close all entrances to contain the transmission of this pandemic
• The need to prolong the stay of an infected or confirmed person more than 14 days to almost a month just to safeguard the eventual appearance of new symptoms.
• Correct assessment of the important points to ensure correct action with regard to combating this outbreak.
• Give greater incentive to local farmers to increase domestic production with regard to food products and minimize Timor - Leste's dependence on imports from exporting countries.
• The turning point of the epicenter of this disease from the European continent, from the American continent to the Asian continent and the need to enable previous preparation on the part of Timor - Leste to avoid creating instability and the appearance of another crisis.
• The use of the informal request of Timorese public figures such as: Xanana Gusmão, Ramos Horta and Marí Alkatiri to minimize the burden of bureaucracy and the rapid arrival of the necessary equipment.
• The granting of forgiveness for the expiry of the documents of the respective Timorese students found in Indonesia and foreigners residing in Timor to end the entry and exit of these mentioned individuals.
• The creation of subsidies to finance the most vulnerable groups abroad, therefore, not to non-vulnerable groups.
• Do not mix infected COVID -19 patients with other diseases so that those who do not have this outbreak are not at risk of contagion.
• Do not use the same ambulance to transport another confirmed patient.
•The importance of formal education to the community so that it, in turn, has the basic notion
Feedback
All these suggestions and concerns were recorded by the Crisis Management Center and soon the Technical Coordinators will discuss in detail the measures that should be taken to facilitate the implementation and operationalization of Covid -19. The Ministers of the Relevant Ministries responded based on the actions carried out on the ground and the data collection, all the doubts raised by the Members of parliaments and at the same time took note of the recommendations and suggestions made.
The recommendations
All MPs recommended, in this State of Emergency, the salary increase for front liners / Frontline workers, so in the majority opinion, these since the first day of E.E. have been working tirelessly, without reservation and indefinite time and hours and in addition, without time for their families, therefore, they deserve our praise and our solidarity. Make more recruitment of young people in the Municipalities to facilitate persecution and greater screening for those who enter illegally and require greater involvement of our local authorities. To create a subsidy for Timorese students who are abroad in a very vulnerable situation and the tightening up of measures and should encourage a new discussion to discuss whether or not there is the possibility of extending or prolonging the State of Emergency.
Conclusion.
The debate in the National Parliament related to the subject of Covid -19, ended at 18.30 in the afternoon where it is crucial to underline the issues associated with health in which it is necessary to bring the necessary equipment to immediately assist those infected to intensify the examination laboratory and safeguard the life of Front liners. In the defense area, the borders of all roads must be controlled and closed to prevent illegal entry as the cases are imported by Timorese students / companions from Indonesia.
