Opening
Task Force for food security is opened the meeting by Mr. Francisco Guterres begin with two important points in related to actual situation happening right now in Timor Leste, as the nation face of the state of emergency now, first priority in order to combat COVID 19. Then the objective of Integrated Operational Crises Center has the initiative to stop the crises spread to other area likely lack of food supply then causing people could face lucking of daily consumption. These reasons Mr. Francisco G. lead the meeting asking the information from all Government institutions that involved directly in food security issue. There are in meeting attending by Government institution in related to Food Security and United Nation’s agency representative by presenting data in related the food stock in the country now.
Open issue
CLN
The president of CLN Mr.Agostu Trindadde said that rice stock nationally in January to March this year the stock is 483,080 Tons. However, in February the rice stock is dropped to 82,000 Tone because of panicking situations that people has facing due to result of one positive case of COVID 19 then driving people to buy more rice to keep for personal stock in one day the rice sold approximately 62 Tons. The reason of increasing of demanding then some shop play around the prices for rice. Furthermore, according to data that has presented total rice now in the stock is 14,000 Tons. Then, the problem that face right now which starting from 24 of March Thailand temporarily stop exportation of rice to Timor Leste the reason because of COVID 19 then many places lockdown. The other options starting contacted Vietnam but not answered then the latest information received last night the rice in Vietnam price double up from normal price market. Another alternative look at the local stock market then finding that the local rice stock right now 306 Tons. The calculations for rice consumer in one month is 30 Tons. Therefore, according to data the rice stock enough for consumption up to July this year.
The Agriculture ministerial
The Agriculture Ministerial representative said that the duty of Agricultural is guaranteed food for population. Then according to data has been released 483,080 Tons could keep up to July this year. Thus, we are also having another alternative food likely corn in April to May we will have 85,000 Tons which will harvest, other more cassava, and sweat potatoes. Our problem right now is movement issue become difficult because the implementation of State Emergency in the type of lockdown the farmer hardly to go out then the difficulty food could not be transported due to luck of authorizations. At the moment Minister of Agriculture look more other aspect of nutrition food prospective by increasing number of chicken’s production locally.
WFP (World Food Program)
The World Food Program representative in the meeting come up with two ideas; first, we need to know food stock right now then Trying to find the number of stock globally or worldwide in this crises time. Because of according to the WFP’s representative think that we are now in the situation of supplier changing mainly Thailand, Sri-Lanka and Myanmar all having same problem to face the pandemic of COVID 19. Then according to him that the solution right now for Timor Leste to receive rice importation have two ways coming from India and China. Therefore, WFP could be guideline for Timor’s Government in order to buy rice from two Nation that mentioned above. Furthermore, the WFP mentioned that the timing is very crucial the reason because of transportation between countries in the time of lockdown many shipping company stop transported in the time of lockdown completely according to him.
FAO
FAO representative stated that the local fresh food price increase because of looking at the reality State Emergency price of tomato one kilo one/ 1US$ increase to two American dollar (2US$) because according to FAO’s representative have two reasons firstly luck of buyer then secondly less stock supplying. The reason for all these problem because we are now in the state of emergency and the regulation of lockdown or limitations of people movement stopping farmer has no possibility take the production into the market. The solution for these problem Government need to reconsider regulation that will not stop the movement of farmers. In the other hand, in order not to decrease local food production in entire Timor need to do evaluation rapidly in order to stop the hassle cut down the production number of food and the seed that have been planting it already.
UN Resident Coordinator
The United Nation’s representative in Timor Leste Mr.Roy Trivedy inform two important points; firstly it must use survey/study based on distribution behavior oing on in what way? Then looking at more result from local production which have in all around Timor. Secondly, we need also to think about timing to do shopping in abroad quickly much better because lockdown system can stop everything importantly in the area of transportations and many Nations will not sell the rice to other country anymore. Other information the civil protections supposed to be attend today meeting because we will enter to situation of humanitarian emergency.
MNEC
The representation of MNEC informed that the proposal from two countries such as Cambodia and Thailand want to continue to help only waiting for paper work to the two Nations Government then the country will continue exporting the rice to into the country.
MSSI
According to MSSI still have 500 sack of Rice keeping in the warehouse then MSSI is not buying rice but keeping intent to respond to social issues.

The actual Director IDN, Maior State Coordinator Pedro Klamar Fuik respond to all presenter in the meeting that every department need actual data from logistic center then the Commander PKF want to know where is the data? Thus, Comander.PKF also want to know all the Government representative must come with one proposal in order to guarantee local production still going on similarly to the system of agriculture is functioning or not? What is the solutions? Needed national plan in order to respond to actual situation such as;
•We need to late people know the problem is for everyone.
•Secured permit to all productive sector
•Production measurement have to come from latest data
•Production 85,000 Tons is estimations or reality?
Every competent department must have a plan and action similarly to look at import of Food Security in the situations of emergency in what ways? The solution to solved we must need a Task Force came from each institution representative which competent to respond to emergency situation to solve the way out for not closing the way of food productions chain.
Every relevant institutions preparing the conditions to face the lockdown situation. Then what should we do?
•We need data when we go through the lockdown situations.
•The case of Food Security is very important.
•We are also do not forget people coming from abroad.
•We need to secure the supply chain will never ending.
Then Dr.Rui M.Araujo add on MNEC need look at the issue of two countries’ such as Veitnam and Cambodia due to the information from the local distributor Vietnam is closed the export for time being. Thus, this is the task for MNEC to look at the issue in related to Veitnam lockdown and finding the way out to give us the information how to keep the importation going. The solution might starting from Government deal to re-start the importation because going through local distributor is already lockdown.
Then the outcome from this meeting Dr.Rui nominate Director of NLN as a Task Force coordinator to liaise between competent institution for Food Security and CIGC/ Sala de Situasaun/Operasional.
The important rule in time of emergency such as;
•At the border for food distribution is not allowed people come in but it allow food into the country.
•The local distributor can organize the driver to pick up the incoming product at the border or International Zone.
Lastly United Nations Coordinator to conclude the today meeting with six (6) important points as follows;
•For those Private sectors need to increase the number of purchasing.
•Farmers and Fisherman have to increase the productions quantity.
•Monitoring and Data for pricing then finding what is happening in the current situations also this case need to create a team to deal the subject mentioned.
•The logistic team have to work now.
•The subject of humanitarian Aid can go through the United Nation’s agency by working together with the civil protections in related to food stock.
•Finalizing message have to be clearly in related to food security in Timor Leste when the population meet the crises situation can contact to MSSI for solving the food security problem all around Timor Leste.
To closed by looking again the local distribution.
To conclude;
•MNEC needed to contact to Cambodia and Thailand to solve the importation topping up the stock.
•The transportation for distribution food line must continue working in other matter MTCI and MNEC need to understand the price fluctuations in the emergency situations.
•Needed to study in the relations of sustainability for food stock.
•Mr. Francisco Guterres said that the Operational Room forget to invite the Transportation Ministerial and Financial Ministerial in relationship for shipping company.
•Task force for food security to secure social security need to create in order to help humanitarian food can also keep for stock for emergency situation.
Suggestions;
Task Force for Food Security must come up with new information in tomorrow meeting 5 April 2020 and CIGC need the result on Monday 6 April 2020.
